University of Western Sydney and is a Bushfire
Planning and Design (BPAD) – Level 3 Accredited Practitioner, which is the highest accreditation level.

Paola Rickard is a
BPAD - Level 3 Accredited Practitioner (no. BPAD-21855) and is listed on the FPA Australia web site register. BPAD - Level 3 Accredited Practitioner can undertake both deemed to
satisfy and alternate or performance-based solution assessments.

Paola has extensive experience in the compilation of bushfire risk assessments,
which she has been
undertaking since 2003.
These include:
- Bushfire risk assessments (both
deemed to satisfy and performance-based) for infill development (eg.
single dwellings) as per s.79BA of the Environmental
Planning and Assessment Act 1979 (EP&A Act)
- Bushfire risk assessments required
for Subdivision or Special Fire Protection Purposes developments, which are
undertaken under s.100B of the Rural
Fires Act 1997.
- BAL (Bushfire Attack Level) Risk Assessment Certificates
- Bushfire Compliance
Certificates - Determining compliance with given Bushfire conditions of consent
- Village Protection Plans
- Conformance Certificates for infill development - When infill
development complies with the acceptable solutions, Paola, as a BPAD accredited
consultant recognised by the NSW Rural Fire Service, can provide conformance certificate stating that the
development conforms to the relevant specifications and requirements
LFA has also assisted Ballina Shire Council to develop a set of bushfire-protection assessment
guidelines and associated conditions for events occurring on public land, which
can be applied by event applicants to ensure adequate bushfire protection measures
are implemented for such events when they occur on bushfire prone land.
Industry Membership and Networks
LFA is a bronze
corporate member of FPA Australia. Paola is a participating member of the FPA Australia Technical
Advisory Committee (TAC) /20 Bushfire Safety. The TAC
provides a nationally focused forum for discussion between practitioners, fire
services and regulators on the design and construction of property in areas
prone to bushfires.
Paola
has been appointed as a BPAD member and secretary to the NSW Bushfire Working
Group (NSWBWG) set up by FPA Australia.
The
NSWBWG provide
a forum to discuss the application, interpretation and periodic review of NSW Government-based
bushfire related regulatory requirements governing land use planning and building
construction in areas subject to bushfire impact.
As a member of the TAC/20 & the NSWBWG, LFA
has direct access to resources and bushfire professionals’ expertise including
other PBAD practitioners and senior Rural Fire Services staff.
